Draft Environmental Assessment

The Draft EA presents the purpose and need for the Proposed Action, analysis of reasonable alternatives, including the No Action Alternative, discussion of environmental impacts, and supporting appendices. For ease of accessing the document, the Draft EA document has been divided into the chapters and appendices listed below. It is recommended that the reader download each of these sections of the document to their computer rather than attempt opening the files directly from this website. The official review period began on Wednesday, January 25, 2023, and ended on Monday, March 13, 2023.
